Department Overview
TD recognizes that a strong risk culture and comprehensive approach to risk management is fundamental to the Bank's success. Fraud Risk Management serves as a Second Line of Defense and owns the development and deployment of the enterprise-wide Fraud Risk Management policy and guidelines. TD is exposed to Fraud Risks in many of its activities. Fraud Risk exposure is inherent in the normal course of operating TD's businesses and fraud related risks continues to evolve.
The proactive and effective management of external fraud risk is complex given the extent of the exposure. The Bank manages external fraud risk to support sustained trust and confidence in TD by our customers, employees, communities, markets, investors, and regulators.
Fraud Risk Management
The Fraud Risk Management (FRM) Mandate is to provide effective enterprise-wide oversight of external fraud risk. FRM develops and updates, as appropriate, the external fraud risk framework, and policies that hold the First Line Business Units accountable to enterprise requirements. FRM owns and distributes a quarterly External Fraud Risk Profile to report on the status and direction of external fraud risk. Where appropriate, FRM will provide necessary support, guidance and effective challenge to the First Line Business Units who own and manage external fraud risk activities on a day-to-day basis.
About this role
FRM is fully independent of the business lines as a second line of defense risk management function. Reporting to the AVP, Fraud Risk Management, the Senior Manager, Business Intelligence and Risk Reporting will lead and function as subject matter expertise in Business Intelligence and Risk Reporting for enterprise external fraud risk management. The Senior Manager is responsible to lead reporting and business intelligence products provided to internal stakeholders outlining all elements of the Fraud Risk Management Program.

Job Description
The Candidate will be responsible for, but not limited to:
Fraud Risk Management Reporting:
- Lead the development and execution of enterprise external fraud risk management reporting.
- Develop and execute enterprise and segment level Fraud Risk Management reporting for various risk management committees, including at the Board level.
- Provides oversight and challenge of the Frist Line's Fraud risk reporting & metrics.
Conduct Data Analysis and Generate Insights:
- Lead and execute data/business analysis using various internal data sources to produce quarterly risk profiles of enterprise fraud risk management (including aggregated U.S. risk profiles).
- Provide comprehensive analytical support and interpretation of complex data.
- Generate multi-dimensional insights that provide a holistic view of fraud risk management and identify themes and emerging issues requiring action.
- Provide "value-added" insights through analysis, interpretation, and advice.
- Keep abreast of changes in external loss events and trends, gather and analyze risk data, and interpret results for business impact and scenario analysis.
Support Business Segments and Stakeholders:
- Work in partnership with FRM Senior Managers to present or generate appropriate insights.
- Work in a consultative role to provide insights and advice.
- Liaise with business & risk stakeholders to conduct effective discussions on reporting requirements, data specifications, priorities, and timelines to ensure timely and accurate delivery.
Risk Assessment and Monitoring:
- Review and assess current fraud key risk indicators (KRIs) to determine effectiveness and develop new fraud key risk metrics as required.
- Update reporting to provide jurisdictional views of fraud risk and commentary where (including a U.S. specific view).
- Update reporting to include in-depth summaries of business segment/corporate function self-assessments, including insights on themes, systemic concerns, and relevant action plans to close gaps.
- Provide oversight and challenge of the first line's fraud risk reporting (both overall and U.S. specific).
- Assess and identify key issues, escalating to appropriate levels, stakeholders, and business management as required.
- Maintain a culture of risk management and control, supported by effective processes and infrastructure aligned with risk appetite.
Risk Appetite Statement (RAS) Management:
- Lead the development and management of the Risk Appetite Statement (RAS) measure at the enterprise, U.S., and Segment level.
- Identify opportunities to enhance RAS Measures based on external and internal incidents relating to fraud risk.
- Work with respective FRM Senior Managers in the event of a segment or entity level Fraud Risk Appetite Statement (RAS) breach to document root cause and remediation plans (both overall and external fraud).
Documentation and Project Support:
- Support all relevant projects and initiatives to ensure project data and reporting requirements are met.
- Build and maintain detailed documentation on all projects/requests.
- Ensure all projects are delivered according to department standards and guidelines.
- Lead work streams by acting as a project lead/subject matter expert for projects/initiatives in accordance with project management methodologies.
Team Leadership and Development:
- Lead a team of data/reporting analysts or specialists.
- Provide people management leadership by hiring talent, setting goals, developing staff, managing performance and compensation, promoting teamwork, and handling disciplinary actions.
- Set operational team direction to align, collaborate, and execute on common goals.
- Ensure team has the support and training required on technical platforms.
External Engagement and Industry Knowledge:
- Research and analyze industry intelligence and incorporate it within internal reporting.
- Participate in industry forums and keep up-to-date knowledge and understanding of business and strategic risks and industry best practices related to Fraud Risk Management.
- Support team in staying knowledgeable on emerging issues, trends, and evolving regulatory requirements and assess potential impacts.
Strategic and Organizational Contribution:
- Focus on longer-range planning for the functional area (e.g., 12 months or greater).
- Lead or contribute to cross-functional/enterprise initiatives as a subject matter expert in Fraud Risk, helping to identify emerging risks and provide guidance for complex situations.
- Lead relationships with corporate and/or control functions to ensure alignment with enterprise and/or regulatory requirements.
- Communicate with, challenge, and influence various levels of management.
Qualifications
- A bachelor's degree in fields such as Analytics, Mathematics, Computer Science, Information Systems, Business, Finance, or a related area.
- At least 10 years of experience in business intelligence, risk management, data analysis, or management reporting.
- Prior Risk Governance or Control or Compliance experience.
- Strong technical skills in Microsoft Word, Excel, PowerPoint, and Visio.
- Strong data visualization skills in Tableau/Power BI.
- People Management experience.
- Strong written and verbal communication skills, able to communicate complex issues in a clear, simple, and understandable manner.
- Fraud Risk Management subject matter expertise
- Certified Fraud Examiner (CFE) highly preferred but not required.
- Widespread knowledge or experience in the Business and/or Risk Management, data analysis, process development and documentation
- High degree of organizational awareness and experience in multi-tasking in a fast-paced environment and managing tight deadlines
- Effective at establishing relationships across multiple business and technology partners, program, and project managers.
- An enthusiastic, positive, and cooperative individual who can work independently and function well in a team environment.
